I am looking for an IF statement that would leave a balance cell blank if both the revenue and expense cells are blank, otherwise a formula would be calculated.

=IF(COUNT(REV_CELL,EXP_CELL)=2, Calculate, "")

Just curious as to why you don't like AND?

try below works as and only
=IF((REV_CELL="")*(EXP_CELL="")), "", Calculate formula goes here)

I am trying to write the formula in the simplest form possible.

I ended up using this formula and it worked: =IF(C5&D5="","",E4+C5-D5)
