Find nth number of occurance of data in vlookup

Can you tell us exactly what you want to calculate, based on that data?

VLOOKUP returns the 1st matching item. It is NOT designed to return the nth matching item. Also, VLOOKUP matches a left column item and returns an item from the right columns. (Yes, there are innovative ways to get around that, but they are much less efficient than the more standard functions that do what you want)

There are 3 dates in your sample data:
REQ. Date
CONFIRMATION DATE
REPORT DATE

This formula returns the last occurring ID for the maximum REPORT DATE:
