How about data validation, where you can specify "whole number" or "decimal" greater than 0, or use a custom formula allow values where value>=0

I think you are right, that you can have only one data validation on a cell. However, using the custom -- formula option, one could put in some pretty complex criteria and checks to determine whether to allow or disallow a value. For example, I could restrict to even numbers greater than 0 with a formula like =AND(ISEVEN(A1),A1>0). You have not indicated what your current data validation criteria are, so I don't know if it really would be impossible to ad an additional >=0 criteria to the existing data validation or not.
The data validation I have on the cell now under Custom is "=ISNUMBERS(A1)" to prevent blank cells. Is there a formula to combine the two, prevent blank cells and prevent negative number?
