is this a homework question ?
it appears to be an assignment to me and i prefer not to do your homework or assignments - it best that you learn how to do this with assistance rather than get a solved spreadsheet

what results did you get
Do you know the difference between an Absolute and a Relative Address, if so please explain on a post what the difference is just using the excel cell reference

lower limit >3.5 is in cell B7
datarange is from A14 to A24
=countifs( criteria_range1, criteria1, criteria_range2, criteria2)

sorry to be hard on you - but you will have to do this on your own at some point in the future or during an exam

what should the answer actually be in the cell C7 , how many of the range meet those criteria ?
what do you know is the difference between absolute and relative addressing and how does excel tell the difference in a formula
What would you actually type into cell C7 to get the answer
