Short but useless answer -- yes, I am confident something like that could be done in Excel. I don't know that it would be an easy chart to make in Excel -- especially if all of the elements in the picture are considered essential, but it should be possible.
Is there a specific part of making this chart that you are having trouble with? The heart of this chart is a basic radar chart -- if you have no experience with Excel charts, I would suggest you start with something like this for creating a basic radar chart in Excel: https://www.extendoffice.com/documen...dar-chart.html

I'm confident we can help, but I am still not sure what you need help with.
You haven't said what the essential elements to this chart are, so I am still not sure what you need help with. As noted, the center portion of the chart looks like a basic radar chart with 2 data series. The outer "rings" could probably be created by combining the inner radar chart with a doughnut chart. Are you familiar with creating combination charts in Excel? Have you tried making a combination radar + doughnut chart?
