Rota programming

Hi can excel make logical rota calculations such as filling in a rota based on staffing levels. For example if worker A can work in office 1 and 2 but worker B can only work in office 2 then Worker A would have to go in office 1 and worker 2 would go in the second office and would do this automatically? if so any good examples of how this was done.

If not I was thinking maybe if it's a small rota a vba could be designed that randomly assigns people to a room checks if it works and if not keeps going until all the rooms are filled with correct workers.

Not sure if this link would help http://www.onlinepclearning.com/, I've used it extensively. The web owner, Treavor Eastman, posts a lot of content free for download and learning. He posts the "shell" applications he's built without code but is available on the site and has video instruction so you can learn how to change to suit your needs.
