Question Concat: Year & week # with format: 0#

I am trying to combine the year and a week number into a reference cell used for a pivot then to graph the data. It's important to keep the week number formating of '0#' otherwise the weeks will not be in orders when graphing.

I want to combine the year_week. example: 2020_01 for 1st week in 2020, 2020_02 for the second week of 2020

I format the week number column to be '0#' however in the concat the format does not port over. I want the final week refenece to be '2020_01' NOT '2020_1'.

See example excel file and screenshot of issue.
