if the data you mentioned are dates, you can do this
=+TEXT(L38,"YYYY/MM/DD")

Another option is to use cell formatting, which will keep the values as dates, rather than text.

your use of both month and day below 12 makes it unclear what you want.
it is formatting either as:
yyyy.mm.dd
or
yyyy.dd.mm
