Ctrl+shift+down not working

Are the same keys working correctly when used individually for other purposes? Like CTRL-c still works to copy, SHIFT+a gives you a capital A, down arrow moves down? Have you tried using both CTRL keys, both SHIFT keys, both down-arrow keys (if you have more than one)?

Could be a keyboard hardware problem if this is happening in every app you try.

If this is happening everywhere and not just excel then it sounds like it is a hardware or software problem and not related to excel which means the fix will most likely not be Excel based.

See if you can borrow a keyboard to swap out for diagnostic purposes. It is almost certainly a failure in your keyboard.
