Kindly help me permutation

Nature of my job is i have to manually entry every result (23nos) and user betting number (numbers varies according to user buying capacity).
sometimes the user digit would be more than 500-1000 numbers. but the result is always 23 nos. All i want is a formula which can match the user cell with a winning 23 nos to identify is there any winning strike including permutation ( i don't need a separate column to show whose number had strike. if just the color matches are enough).
so the formula should identify the straight number as well as permutation. Kindly look into the attach file. any new ideas or modification are welcome. hope experts in excel can help me out.

1)Special represents green color, u can see when i input the value in user digit (gavi he wrote 4424), Same value is in special 4424. So I green it. ( I want the cell to automatically match the value with the result ).each user cell should check all the 23 nos to see if they got any same value or permutation.
(to my knowledge i can use duplicates to find the same value, when it comes to permutation i need formula or function to do). because the user data may exist more than 1000. which i cant check manually.

2.User ramesh input a value 4445, second price in that result is 5444. It is considered a permutation. I need a formula or function where the cell can identify data itself.

The run comment works perfect for 1st 2nd and 3rd value. but it does not detect the special and consolation value. plz help me on that

yes all the 10 number present in special will have single color, same goes 10 number presents in consolation too.

My deeply apologies for putting my burden on you sir, the zero works fine. but one small correct Attachment 814538 black box indicate when two user has the same value it doesn't identify the another one sir. red one indicate when the value present in two boxes(straight and permutation), it shows only one value matches with the user number. Please help me on this sir. one final question sir. user value has limitation? if i wrote on H69 it doesn't detect sir. same goes, can i add more user from H to Z sir if future more user came means? sorry for all the inconvenience... thank you and hoping to get response from u sir.
