I don't think so... maybe you could change the text colour instead... or put a border round the cell(s) you want to mark.

If I'm not mistaken, to follow up on post #3 you have to enable Excel 4.0 macros and save your work as xlsm files ( Fluff, correct me if I'm wrong please). No programming involved, don't worry
I don't have Excel 4.0 macros enabled, I think that's just if you use them in VBA rather than the sheet.
Put a second parameter to the CF formula
if(and(A1="X", your formula)

You have not set a format, which is why it doesn't work.
