Return Value Based on 2 Number Criteria within a Range

I am having trouble finding the right formula to return a value if my 2 criteria are within 2 separate ranges.
Example in the picture:

I am sure it can be done, I just don't have the excel knowledge to do it.

To mark your thread solved do the following:
New Method
-Go to the top of the first post
-Select Thread Tools
-Select Mark thread as Solved

Old Method
- Go to the first post
- Click edit
- Click Advance
- Just below the word "Title:" you will see a dropdown with the word No prefix.
- Change to Solve
- Click Save
