Finding matching numbers in 3 different cells

I've been trying to figure this out and I'm just stuck and it's not working out.
I have a spreadsheet with numbers in columns A, B, and C. There are over a thousand rows with numbers in each row. I'm trying to find, by entering the numbers we look for in a single cell separated by comma's, the same numbers in any order that show up in a row.
Example:
I want to find
A|B|C
1|2|3 in any order like 3|2|1 or 2|1|3 etc in a row by entering 1,2,3 in another cell.

There are instructions at the top of the page explaining how to attach your sample workbook (yellow banner: HOW TO ATTACH YOUR SAMPLE WORKBOOK). Screenshots are of little practical use as we cannot manipulate them.

A good sample workbook has just 10-20 rows of representative data that has been desensitised. The sample layout accurately matches that of your real data. It also has expected results mocked up, worked examples where required, relevant cells highlighted and a few explanatory notes.

And your Excel version? Your profile still says 15.

You need to update your forum profile, please - Excel 2019 Version 2402 is what it needs to say, not 15.

Are you sure it's 2019 and not 365?

Semi-colons are not the correct delimiter in the US - they will need replacing with commas.
