COUNT and MATCH Column Heading

Are you still using Excel 2019, or have you upgraded to 365, perhaps?

You could try this:

=SUMPRODUCT(($C3:$F3>=MINIFS($O$3:$O$38,$P$3:$P$38,H$2))*(($C3:$F3<=MAXIFS($O$3:$O$38,$P$3:$P$38,H$2))))
