Changing a format of a field

I have the following value appears in my excel:

1 136,32

I need to change the value to appear as:

1,136.32


This should be the same for other values that appear, so the format should look like this:

#,###.00

When I change it nothing is impacted.

Any suggestion?

As far as I know

This is the result of system configuration on your computer.
Goto the controle panel and select Region and Language
Click on Additional Settings :

Look at Decimal symbol and Digit grouping

When a comma is set as Decimal symbol in the control panel you can not change in Excel to a point.
