how can i reatain the org format rules of the cells when i copy paste the contents from?

I have to make seating arrangements for examinations for students. They belong to different classes and i have given identical roll numbers to each of them. it is like 101-109,251-259,301-309,401-409, 501-509,601-609.
I have to arrange the numbers in cells D4:E8,G4:H8,J4:K8,M6:N8.
Rules of conditional formatting has been defined and applied to cells Q3:W18.I have given borders to the said cells.
First i made a sequence of numbers in Q3:W18 and then copy pasted those to cells in D4:N8.when i do this i lost the borders of the original cells. Not only this i lost the rules of conditional format. when i enter a number next time i do not get it with the format (see Q13 roll number 325 which i entered has no format, it lost it font size also) how can i retain the borders and the format of the cells even after the content is being taken away?
if i apply conditional format to cells D4:N8 and if i enter some digits i get the rules applied. but if i copy paste some digits, the rules are not seen to have been applied.(see D14 121 which i copied from Y10.)see D12 101 which i entered directly and it gets its format rules.see G14 166 which i copy pasted from Q14.it getsits format rules but the cell Q14 lost its original format.
how can i accomlish the work of seating plan arrangement in an easy way using the method shown?

To paste without changing the format, use Paste Special -> Values to copy data and Paste Special -> Formulas to copy formulas. As you have seen, if you just Paste then you will paste formats, including conditional formatting.
