Then when i save AS, or close and re-open it lets me scroll using the mouse wheel again... and then bang is stops again!

Please check and confirm whether the file consist any vba code in it

It may have rows hidden (e.g. you can scroll down to row # 1200 only because from 1201 to end all the rows are hidden). similarly, it can be done for the columns.

what you can do to check that: Select all cells and then right click on any row and select Unhide
