Question about highlight points and subtitles in graphs

Hello everyone,i am new to excel and am in need of assistance.
I would like to know if it is possible to highlight points in a graph and add a subtitle to those same points with text that i want to put there.
I've attached below a picture with what i want to do in excel.
IF it is possible to do this in excel,how can i do it?
Any kind of help would be appreciated,thank you!
