Developer tab has no access to VBA- Why? it is added already in options

Has anyone ever seen where the developer tab is listed as a option, however the VBA and macro features are disabled and you cannot access?

this is the first time I am coming across this.

What is wrong with this? Does anyone know how to fix? I googled answers and came up with nothing.

most likely the settings in the trustcenter (under file > options) macrosettings are set to strickt and wont allow macros
