    Question VBA Not Working

When I say the VBA is not working, I don't mean there's an error in my code. It's simply not running - on any file. Even if I throw in an error on purpose, it doesn't catch it, because it's not running. I created a new file to check it, put in a simple code like below, and nothing happens when I move from one cell to another.

I've tried messing with the Trust Center settings, but just can't seem to make it work, even if I select "Enable VBA macros".
