sometimes if the workbook is closed forcedly, a pop-up will appear when you open Excel again
is there any way to add VBA code in workbook open event that ignores all recovered files and close the document recovery pane without alarm the user?

This is like punching a hole in the wall, and asking for an easy way to patch the hole in the wall because you do it so often, instead of not punching the wall.
Instead of putting a bandage on it, you should address why you are forcibly closing Excel to cause this issue in the first place.
If a workbook has been forcibly closed, wouldn't the user want to know about it and do something positive to assess and retrieve the situation. You may be choosing to ignore corrupt and/or lost data.

because sometimes Excel load recovered workbook with edits in xml of the workbook and will cause problems and losing and errors because its not the original file
