    Google Sheets - conditional formatting problem?? STRANGE

    Sorry if I'm missing something here! I cannot figure this out.... This is on google sheets.

    See the 3 red boxes. A range is supposed to format IF any of those cells are greater than or equal to current exchange rate (B3)... however not all cells are formatting properly.... What is wrong here?

    When I change to less than or equal to, the opposite cells highlight.....
