After inserting your new rows, the macro can copy/paste the format; reapplying the format to all cells in the range including the new rows.
(An observation, do you really need all million-plus rows to be evaluated for the presence of a condition? It could slow things down.)

The million plus rows is something Excel did when I selected the entire column.
If you want to select only the relvant rows with cells, you can select the top of the column, then CTRL-DownArrow, it will auto select the entire cell range within a column that has content inside of it.
