Conditinal Formatting using 3 Colour Scale

Hi all, I have a list of figures, which are basically the actual number of participants at a project within a given period.
Each row is a unique project. I have a target figure for each line, so I am effectively trying to compare the actual figure achieved against the target figure they set out to achieve.
I then want to color code each figure, so for example,if it has achieved 100%+ of its target for the year, it is green. If it has achieved say 5%, it is red etc.
Any idea how I do this? I assume I have to use formulas within the conditional format? At the moment it is looking across all figures in column H, ranging th colours like that (whereas I need it to look at the figure in H against the equivalent figure in column F, in the attached sheet). I need to do this for columns C, D, G, H, K and L...
    Any guidance greatly appreciated!
    Thanks!

    Hello
As an example in column G add the following CF formula and formatting for values 100% or greater:

Use similar formulas for the other break points, 0.75; 0.5 and so on...whatever you choose.

    Hope this helps.
