Conditional formating formula

Hi all,
I have this which works however, I need to make a correction to it and cant seam to get it to work.

=AND($L16<$E16,$L16) ...this is what I have and I need to add to it so that it only does this when ($G16 ="100%")

I just cant figure out how to add this to the formula. Any help would be appreciated

=AND($G16=1,$L16<$E16,$L16)
