Data bars conditional formatting reference

Hi all,

In column C values are changing and progres bar move according this value. If value in column C reach value from column A progres bar should be full.
Is it possible to set one condition in conditional formatting for whole range in column C?
Now I can't use a relative reference and have to set condition for all rows separetely.

Different max needs different conditional formatting.

Please use Max
=INDIRECT(""RC1"",)
for each conditional formatting

or use VBA

Problem is when I moving the rows. Then ranges in conditional formatting changing and should be fixed
