Have you tried using the Format Painter icon? Select the cells with the format you want, click the Format Painter, then move the cursor to the first cell where you want the format to be used, then click on that cell.

You can use a conditional format only on column B. select the entire section of column B that you will use and click on conditional formatting and select "New Rule" then "Use a formula to determine which cells to format" and use the formula below
