Round down to nearest hour if # of hours is between HH:01 to HH:14, round up if # of hours is between HH:15 and HH:59.
For example amount of hours is 9 hours and 14 minutes round to 9 hours, amount of hours is 9 hours and 15 minutes round to 10 hours.

=TIME(HOUR(A1)+(MINUTE(A1)>14),0,0)

Assuming your time is in A1, try this...

=IF(MINUTE(A1)<=14,HOUR(A1),HOUR(A1)+1)

another way..

=INT(A1*24)+(MOD(A1*24,1)>=0.25)

Round down to nearest hour if # of hours is between HH:01 to HH:14, round up if # of hours
