Calculating overall utilization percentage

Hi, I would like to have solution for my below problem: Total working hours will be 8:30
For Task A - Target Time is 4:15 and it is task done in 4:15, which resulted in 100% utilization
For Task B - Target Time is 4:15 and it is task done in 4:15, which resulted in 100% utilization

Since tasks are completed and it was done in total working hours, I would like to see overall utilization% as 100%. And if there is some deviation in target time & achieved time, difference should come up in overall utilization.

I have attached template for better understanding, please help me in getting this.

Your example does not show any other than 100%, but do you mean something like this

=IF(B2=C2,"100%",IF(B2<C2,"-","")&TEXT(ABS(B2-C2),"hh:mm"))

Thanks for your response. I tried to use your solution but I am not getting the desired result.

For better understanding I have given detailed information on input and output needed in the attached excel. In each cell comment you can able to find the type of result and format needed.

Please help in getting this.
