Formatting cell B1 on the condition A1 is text

As my username implies I do not know very much Excel so any help would be appreciated!

What I am trying to accomplish is this...

If $P22 is blank and $T22 contains text (non specific) $T22:$U22 color=green
If $P22 is blank and $T22 is blank $T22:$U22 color=red

I am attaching the worksheet that I hope to apply this to.
    I am stumped !!

    Hi and welcome.

    Use conditional fomating rule

set rule 1 =$A1="" and set format to red fill
set rule 2 =$a1<>"" and set format to green fill

    Thanks Crooza!
The blank VS not blank formula doesn't quite accomplish what I need this sheet to do but I do appreciate your help!
I have Edited my original post and attached the sheet that I am working on to give a better idea of what I am trying to do.

I'll look at it shortly. Probably not a good idea to make such major edits to your original post though. It's ok to provide further explanation in subsequent posts. What do you mean by VS?
