Count Individual Cell, But Without Zeros

I'm looking for the formula to:

1. Look at Column A
2. Count individual name in column B, but exclude name if column C=0

In the example I need column I to show just the number of individuals with incident, not without. And I need just count of unique names, not a sum of incidents.

Try array entering this formula in I2 of the upload and fill down. If you aren’t familiar with array-entered formulas array enter means the formula must be committed from edit mode by simultaneously pressing and holding down Ctrl and Shift while hitting Enter.
