What are the actual values in those cells (it is impossible to tell from a picture)? Considering the size of the cell, I could see all those cells being any value between about 0.5 and 1.5 (displays to 1 digit as 1). Of course, if the underlying value of the cell is anything less than or equal to 1 (even if the display looks like 1), the conditional formatting rule "greater than 1 shows green background) is going to not show green.
I expect that what you are seeing as 1 is actually some value less than 1.
