Really Need Help with Marked Line Chart/Plot

I am trying to put together a chart from a pivot table and I am not getting what I am looking for. I have attached a workbook with an idea of what I am trying to go for, and roughly what I have done so far.

The Chart I want will have 3 series, but instead of just plotting one point for each series (like the sum total cost of that series for each X axis), it will instead plot the campus types associated with that series, so series A should have more than one plot point above each location, which I have for the X axis. Refer to the pivot table on the first tab for the idea of what I am trying to do.
