It's not Custom Formatting, it's Conditional Formatting that you need.

setup a couple of rules in conditional formatting
but do you want to change a different row
so
A3 changes B5
A4 changes B6
A5 changes B7
OR is it JUST cell B5
for 2007, 2010 or 2013 excel version
Conditional Formatting
Highlight applicable range >>
B5
Home Tab >> Styles >> Conditional Formatting
New Rule >> Use a formula to determine which cells to format
Edit the Rule Description: Format values where this formula is true:
=A3=TRUE
Format… [Number, Font, Border, Fill] format Text to colour Blue
choose the format you would like to apply when the condition is true
OK >> OK
Then another RULE
=A3=FALSE
format cell red
