Custom formatting to change text colour in cells

What is the format for changing cell text colour if the cell meets certain criteria. For example, if cell A3, say, is true, then cell B5 text is blue but if A3 is false then cell B5 is red...?

It's not Custom Formatting, it's Conditional Formatting that you need.

setup a couple of rules in conditional formatting
but do you want to change a different row

    so
    A3 changes B5
    A4 changes B6
    A5 changes B7

OR is it JUST cell B5

    for 2007, 2010 or 2013 excel version
    Conditional Formatting

    Highlight applicable range >>

    B5

Home Tab >> Styles >> Conditional Formatting
New Rule >> Use a formula to determine which cells to format
Edit the Rule Description: Format values where this formula is true:

    =A3=TRUE

Format… [Number, Font, Border, Fill] format Text to colour Blue
choose the format you would like to apply when the condition is true
    OK >> OK

    Then another RULE
    =A3=FALSE
    format cell red
