VBA looks at last row in selection and action is triggered if that row is greater than 40

Here is another way
Try in attached workbook - user is permitted access to A1:T40 only
Password is NOT required to unprotect the sheet

This uses sheet protection
- unlock user-allowed cells with cell formatting
- protect sheet and prevent user selecting locked cells
